The Security Rule (effective for Blue Cross Blue Shield of Michigan (BCBSM) and Blue Care Network (BCN) on April 20, 2005) addresses specific administrative, physical and technical safeguards to protect the confidentiality, integrity and availability of electronic PHI. The HIPAA Privacy Rule (effective for BCBSM and BCN on April 14, 2003) addresses what PHI is and the ways and circumstances in which it must be protected.
